Development Potential Assessment
(Feasibility Study)

A development potential assessment is an architect-led overview of a site’s realistic building and spatial development options. It focuses on interpreting applicable planning documents, identifying constraints and restrictions (e.g., green network, water protection zones, easements), verifying site suitability for construction, and providing an initial view of possible building rights and development scale.

The purpose is to clearly show what can realistically be planned on the land and what conditions will affect development.

Key questions we analyse:

  • What kind of development is allowed under planning conditions and restrictions

  • Where buildings can be located spatially

  • Which limitations affect land use and feasibility

  • Which development scenarios are realistic and justified

Typical use cases:

  • Preparing an investment or development project

  • Assessing project volume and feasibility

  • Quick decision-making between alternative sites

  • Early risk screening before major costs

  • Supporting buying/selling decisions with a clear development argument

Output: written report + a conceptual plan solution

  • Based on survey data (if available), or official geoportal base data (if not)

Pricing is defined after reviewing initial inputs (scope depends on site complexity and data quality). In practice, most works fall in the €900–€1,200 range.

Site Planning Need Assessment
(DP vs. Design Conditions)

This service gives an unambiguous answer whether a development requires a Detailed Plan (DP) or whether it can proceed under design conditions (without DP). It can be ordered as a second stage after the feasibility study, or as a standalone service when the client wants to focus immediately on the permitting route, risks, timeline and next steps.

Included (scope based on the site):

  • Review of comprehensive plan conditions

  • DP need assessment (incl. Planning Act logic)

  • Initial feasibility of building rights and volumes

  • Checks of constraints and protection zones (green network, water protection, easements, etc.)

  • Initial suitability: wastewater solution / well feasibility (if relevant)

  • Access and utilities feasibility (road access, networks)

  • Clear recommendation: Site planning required or design conditions sufficient

  • Summary of key risks, time and cost implications

Output: a clear written conclusion showing

  • whether DP is required,

  • what is likely permissible,

  • and what conditions must be accounted for.

When ordered together with the development potential assessment (or immediately after it), the work is priced as a combined scope to avoid duplicate analysis.

SEA / KSH Preliminary Assessment (Strategic Environmental Screening)

We prepare formal SEA/KSH preliminary assessments for detailed plans and spatial decisions, compliant with current legal requirements. The assessment analyses whether the proposed activity may cause significant environmental impacts and whether a full strategic assessment must be initiated.

Includes (as relevant):

  • Description of the planning area and proposed activity

  • Water bodies / drainage systems analysis and related constraints

  • Green network, Natura 2000 and protected areas checks

  • Hydrological conditions and water regime

  • Groundwater, wastewater and well-related risk analysis

  • Geology and soil considerations

  • Social, visual and cumulative impacts

  • Impact tables (extent, duration, intensity, reversibility)

  • Conclusion: SEA/KSH initiation required or not required

Output: a complete SEA/KSH preliminary assessment suitable for submission to the local municipality and environmental authorities, including required references, tables and supporting figures.
